VP Operations

Mr. Downs brings to Elephant more than 10 years of operational experience, primarily focused on the Rocky Mountain Region where the company’s operations currently are focused. Prior to joining Elephant, Mr. Downs served in various engineering and management roles with Anadarko Petroleum Corporation, most recently as Completions Engineering Manager for the Rockies. In this role, his team was responsible for completion design and execution support in the Northern DJ and Powder River Basins.

Prior to his role in the completions group, Mr. Downs was Production Engineering and Operations Supervisor, working with assets located in the Powder River, Northern DJ and Greater Green River Basins. In this role, he managed a team responsible for the production surveillance of 2,500 wells and 35,000 BOED throughout Wyoming and forecasted and managed the maintenance capital, lease operating expense, and production budgets for the assets.

Mr. Downs began his career with Anadarko in 2007 and has spent a significant portion of his career focused on Wyoming and the Powder River Basin. He led the drilling engineering and operation efforts in Anadarko’s initial exploration and appraisal program that tested the productivity of the Shannon, Sussex, Niobrara and Turner formations and served as Senior Drilling Engineer during Anadarko’s initial ten rig development program of the DJ Basin, targeting over 300 wells per year. 

Mr. Downs earned a Bachelor of Science degree in petroleum engineering from the Colorado School of Mines and a Master in Project Engineering and Management from Montana Tech. He is a registered professional engineer in the state of Colorado.
